July 2007 EC Power: Preparation for the Next Texas Set Release

EC Power, a provider of electronic transaction management services, announces preparations for the implementation of the next Texas Standard Electronic Transactions (Texas Set) Release, scheduled July 2007. The Electric Reliability Council of Texas (ERCOT) created the Texas Set Working Group in order to analyze the need for new electronic transactions or modifications to existing transactions based upon changes that occur within the retail electric market that affect (EDI) transaction processing.

The Texas Set Release will consist of changes related to retail market process changes developed by the Mass Transition Task Force and the Terms and Conditions Task Force. The Mass Transition Task Force developed a solution to shorten the time it takes to switch a customer to a different electric retail provider when their current provider goes out of business. Currently this process is manual, taking up to three weeks to switch a customer. The new release will allow Market Participants and ERCOT to process the affected customer list immediately, which will shorten the timeframe to approximately 5-7 days.

The Terms and Conditions Task Force identified changes for Transmission Distribution Service Providers' (TDSP) business processes. The change is a result of the Public Utility Commission of Texas (PUCT) ruling on Substantive Rule §25.214, which governs the way TDSPs do business in Texas. The amendment will allow facilitation of competition to Retail Customers in Texas to continue.
